0International Piping Systems, Inc. is a full-service mechanical contractor based in Schaumburg, Illinois. We’ve been committed to excellence since partners Bob Lempa and Fred Oyer formed the company in 1979. IPS opened a Merrillville, Indiana office in 1997.

Bob Lempa knows mechanical contracting from top to bottom. His career in the industry began as an apprentice, where he learned the pipe fitting craft. Bob’s experience as a pipe fitter/welder earned him a spot as a superintendent for a large specialty piping contractor in the Chicago area, a position he held for five years. In that time, he supervised the construction of large HVAC, process, water and wastewater piping systems. After a promotion to Vice President, Bob carried direct responsibility for estimating, sales and labor management for another five years.

As President and CEO, Bob guides IPS through mechanical projects in a variety of disciplines and industry segments. He’s recognized as a leader in the industry, having served as President and Director of the Plumbing and Mechanical Contractors Association of Northern Illinois, as well as Chairman of both its Collective Bargaining and Arbitration committees. Bob has also served as a Trustee for the Plumber’s and Pipe Fitter’s fringe benefit funds in northern DuPage County.

Fred Oyer gained his financial and administrative expertise through decades of experience in the construction industry. He started by managing maintenance and construction operations for a Chicago-area hospital for three years, spending the next 11 years as chief financial officer for a large specialty-piping contractor in the Chicago area.

Through Fred’s work as financial and administrative officer of IPS, he guides the business systems needed to deliver successful mechanical construction projects. His expertise in the industry has been recognized by his peers, with Fred having served as President of the Mechanical Contractors Association of Chicago, as well as a Director of the Mechanical Contractors Association of America. Fred has also served on MCA of Chicago’s Collective Bargaining Committee and as a Trustee for the Pipe Fitter’s fringe benefit funds in Chicago.
